Heads up, Texas taxpayers: we’ve reviewed the upcoming TORNILLO ISD agenda and found 3 items that deserve your attention before the gavel falls.
ALERT (LEVEL 8)
District Waives Armed Officer Mandate, Cites Lack of Funds
📅 September 30, 2026
The Board is voting to claim a “good cause exception” to the state law requiring an armed security officer on every campus. The district states in a resolution that it cannot comply due to a lack of available funding and will instead develop an “alternative standard” for security.
Response

DEMAND A PLAN: Contact the Board (see official agenda for details): ‘Regarding Consent Item 10.I, what is the specific alternative security plan? Parents and taxpayers deserve to know the details of this plan before you vote to waive the state-mandated officer requirement.’

💰 Impact: Reduced Campus Security
ALERT (LEVEL 8)
Health Agreement Grants City Access to Student Data
📅 September 30, 2026
The district is entering agreements to use schools as public health “Point of Dispensing” (POD) sites in an emergency. The agreement with the City of El Paso requires the district to share extensive student data, including course history, grades, and special program information, which is not necessary for dispensing medicine.
Response

PROTECT STUDENT DATA: Email the Board (contact info on district website): ‘Regarding Items 10.J and 10.K, please amend the agreements to remove the requirement to share non-medical student data like grades and course history with the City of El Paso. This data is not relevant to a public health emergency.’

💰 Impact: Student Data Privacy Risk
WARNING (LEVEL 7)
District Funnels Money to Lobbyists via Purchasing Co-op
📅 September 30, 2026
The district is approving a list of purchasing cooperatives that includes the TASB Buy Board, which is on the consent agenda. TASB (Texas Association of School Boards) actively lobbies the legislature for higher taxes and against parental rights and transparency. Using their services financially supports their lobbying efforts.
Response

DEMAND A RECORDED VOTE: Email the Board (contact info on district website): ‘I demand Consent Item 10.E be pulled for a separate vote. Taxpayers should not be forced to support TASB’s lobbying through purchasing agreements. Please remove TASB from the list.’

💰 Impact: Supports Anti-Taxpayer Lobbying
