Heads up! Our parent watchdogs have scanned the upcoming agenda for Youngstown City. We found 5 items that need your immediate attention before the vote.
🚨 HIGH CONCERN (LEVEL 10)
Secret Policy Vote – Final Approval with No Public Documents
📅 Vote Scheduled July 28, 2026
Under item I.5, the Board is scheduled for a “Final Reading” and vote to approve new district policies. However, the agenda provides no attached documents or even a list of the policy numbers being voted on. The public has no way of knowing what changes are being made to rules governing our children before they become official. This is a complete violation of transparency and could be used to pass radical changes without scrutiny.
Recommended Action Plan

PACK THE ROOM: This is a red alert. We need parents at the meeting on Tuesday. Sign up for public comment. Call Board President Juanita Walker at (330) 744-6900 and state: ‘Vote NO on Item I.5. It is unacceptable to hold a final vote on policies that have not been made public in the agenda. Table this item until all policy documents are posted for public review.’

💰 Taxpayer Impact: Undisclosed
🚨 HIGH CONCERN (LEVEL 9)
District Buys Corporate-Grade Student Surveillance Software
📅 Vote Scheduled July 28, 2026
The Board is approving a $64,745 contract for “Tableau Salesforce” under the Treasurer’s consent agenda (Item F.1). This is not educational software; it’s a powerful data-mining and tracking platform used by large corporations to manage customer data. This purchase allows the district to build a system to collect and analyze vast amounts of non-academic data on students, creating detailed digital dossiers on every child.
Recommended Action Plan

DEMAND TRANSPARENCY: Email Superintendent Jeremy Batchelor at jeremy.batchelor@youngstown.k12.oh.us: ‘I demand Item F.1, specifically the Tableau Salesforce contract, be pulled from the Consent Agenda for a full public discussion. Why does the district need corporate-level data mining software to track our children? Who will have access to this data?’

💰 Taxpayer Impact: $64,745.76
🚨 HIGH CONCERN (LEVEL 8)
School-Based Mental Health Clinic for K-2 Students
📅 Vote Scheduled July 28, 2026
The district is partnering with an outside agency, Alta Care Group, to create “specialized classrooms” for K-2 students identified with “significant challenges” (Item E.2). This program will provide “intensive behavioral and social-emotional interventions” and “mental health supports” directly in the school. While the agreement says they will get parental consent for services, this creates a pathway for school staff to refer young children for psychological interventions, potentially labeling normal childhood behavior as a mental health issue.
Recommended Action Plan

DEMAND TRANSPARENCY: Email Superintendent Jeremy Batchelor at jeremy.batchelor@youngstown.k12.oh.us: ‘I demand Item E.2, the Alta Care Group MOU, be pulled from the Consent Agenda for a separate discussion and roll-call vote. Parents deserve to know why the district is bringing in outside mental health providers for children as young as kindergarten.’

💰 Taxpayer Impact: Funded by Medicaid and County Mental Health Board (Strings Attached)
🚨 HIGH CONCERN (LEVEL 8)
Creating ‘Wraparound’ Services to Replace the Family
📅 Vote Scheduled July 28, 2026
Hidden in the vendor list (Item F.1) is a contract for “Wraparound Supports and Related Services.” This is language used in the ‘Community Schools’ model, which seeks to turn schools into one-stop-shops for social and health services, positioning the school, not the family, as the primary provider for a child’s needs. This is a major step toward the school overstepping its role in academics and into our family lives.
Recommended Action Plan

DEMAND ANSWERS: Email Treasurer Michael Rock at Michael.rock@youngstown.k12.oh.us: ‘Regarding the Vendor Contracts (Item F.1), what specific services are included under the $16,500 for ‘Wraparound Supports’? Will these services be provided on school grounds, and will parents be present?’

💰 Taxpayer Impact: $16,500
⚠️ NEEDS REVIEW (LEVEL 6)
Hiring for Student Intervention and ‘Advocate’ Roles
📅 Vote Scheduled July 28, 2026
The district is hiring for positions like “Student Support and Intervention Assistant” and “Scholar Advocate” (Item E.3). These vague titles often serve as the ground troops for implementing Social Emotional Learning (SEL) and other behavioral monitoring programs. One of these positions is funded by an outside grant, raising questions about what mandates are attached to that money and what kind of data they will be collecting on our kids.
Recommended Action Plan

ASK QUESTIONS: Email Superintendent Jeremy Batchelor at jeremy.batchelor@youngstown.k12.oh.us: ‘Regarding the Personnel Report (Item E.3), please provide the full job descriptions for the Student Support and Intervention Assistant and the Scholar Advocate. What specific metrics will be used to measure their success, and what student data will they be collecting?’

💰 Taxpayer Impact: $35,000 (Grant Funded)
