👀 MONITOR (LEVEL 5)
Board Restricts “Harmful” Public Speech
📅 August 10, 2026
The board’s public comment rules warn against “harmful or offensive language” and remind speakers of the district’s commitment to “safe spaces.” This language is often used to shut down parental concerns about controversial topics like gender ideology or critical race theory by labeling them as “harmful.”
Recommended Action Plan

Email Superintendent Trent Bowers at tbowers@wscloud.org: ‘Board Bylaw 0169.1 must not be used to silence parents. Please clarify that speech is not considered ‘harmful’ simply because it criticizes district policy or curriculum. Parents have a right to be heard.’
