🚨 HIGH CONCERN (LEVEL 8)
School Paying $339K to Become Social Services Hub
📅 July 13, 2026
The board is voting on a $339,372 contract with the Butler County Educational Service Center (ESC) for ‘Special Education.’ However, this same group recently presented their ‘Student Success Program’ which connects children to mental health services and public benefits, turning the school into a one-stop-shop for social services. This ‘community schools’ model inserts the government between you and your child’s healthcare and well-being, all funded by your tax dollars.
Recommended Action Plan

DEMAND TRANSPARENCY: Email Superintendent Todd Bowling at bowlingt@psarrows.com: ‘I demand Item 4.2, Sub-item 4 (Butler County ESC Contract) be pulled for a separate discussion and vote. What specific ‘mental health services’ are included in this $339,372 contract and how is parental consent guaranteed for every service provided?’

💰 Taxpayer Impact: $339,372.00
⚠️ NEEDS REVIEW (LEVEL 7)
New ‘Specialist’ Role to Track and Intervene with K-1 Students
📅 July 13, 2026
The board is approving a new job description for a ‘K-1 Improvement Specialist.’ This position is built on the ‘Multi-Tiered System of Supports’ (MTSS) model. This isn’t just about reading and math; it’s a system for collecting data, monitoring, and applying behavioral interventions to children as young as five. This creates a permanent record and allows the school to label and ‘treat’ your child for non-academic issues, often without your full knowledge or consent for each step.
Recommended Action Plan

DEMAND TRANSPARENCY: Email Superintendent Todd Bowling at bowlingt@psarrows.com: ‘Regarding Item 4.2, Sub-item 2, I oppose the creation of an MTSS-based position for K-1 students. This system enables data-mining and behavioral interventions that violate parental rights. This job description should be rejected.’

💰 Taxpayer Impact: Future salary for a new administrative position.
