Heads up! Our parent watchdogs have scanned the upcoming agenda for Painesville City Local. We found 2 items that need your immediate attention before the vote.
| 🚨 HIGH CONCERN (LEVEL 9) |
|
Installing a Student Surveillance and Intervention System
| 📅 Vote Scheduled July 13, 2026 |
Hidden inside the ‘Personnel’ consent agenda (Item 8.4), the board is approving extra pay for dozens of teachers to form ‘Multi-Tiered System of Supports (MTSS)’ teams in every school. MTSS is not an academic program; it is a data-collection framework used to identify, label, and ‘intervene’ with students for social, emotional, and behavioral issues. This system can lead to psychological profiling and interventions without specific parental consent for each action, creating a parallel authority structure to parents.
Recommended Action Plan
DEMAND TRANSPARENCY: Email Superintendent Joshua Englehart at josh.englehart@pcls.net and call the Board office at (440) 392-5060. Demand that the MTSS stipends in Item 8.4 be pulled from the Consent Agenda (Item 8.6) for a separate discussion and public vote. Ask them: ‘What specific data is collected on students under MTSS, and where is the opt-out form for this system?’
💰 Taxpayer Impact: Over $33,000 in annual stipends for MTSS teams

| ⚠️ NEEDS REVIEW (LEVEL 6) |
|
New K-12 Uniform-Style Dress Code
| 📅 Vote Scheduled July 13, 2026 |
Under Item 7.2, the Board is voting to implement a new, restrictive K-12 dress code that dictates what your child can and cannot wear. The policy bans common, affordable clothing items like leggings, yoga pants, and sweatpants. This strips parents of their authority to dress their own children, creates a new financial burden on families to purchase compliant clothing, and shifts focus from academics to policing student attire.
Recommended Action Plan
PACK THE ROOM: This is a direct attack on your parental rights and your wallet. Sign up for public comment for the July 13th meeting. Call Board President Kathleen Powers-Dolney at (440) 392-5060 and tell her: ‘Parents, not the school board, should decide what our children wear. Vote NO on the new dress code under Item 7.2.’
💰 Taxpayer Impact: The cost for every family to purchase new, compliant wardrobes for their children.
