Heads up! We have scanned the upcoming agenda for Dual Language Immersion North County District. We found 5 items that need your immediate attention before the vote.
| HIGH CONCERN (LEVEL 9) |
|
Vote on Secret Parent-Student Handbook
The board is voting to approve the new Parent-Student Handbook under Item 6.B, but the actual document has not been included in the public agenda. This handbook sets the rules for everything from discipline to parental notification and could contain hidden policies on gender identity or student privacy without any public review.
Recommended Action Plan
INVESTIGATE & DELAY: Contact the District Office (see the Official Agenda link) before Monday’s meeting: ‘I demand the vote on Item 6.B, the Parent-Student Handbook, be postponed until the full text of the proposed handbook is published for public review. Parents will not accept secret policies.’
π° Impact: Your Right to Know

| HIGH CONCERN (LEVEL 8) |
|
Vote on Secret Employee Handbook
Under Item 6.C, the board is approving the Employee Handbook without providing the text to the public. This document dictates how teachers must handle sensitive student information, and could include directives to socially transition students without parental consent or knowledge.
Recommended Action Plan
INVESTIGATE & DELAY: Contact the District Office (see the Official Agenda link) before Monday’s meeting: ‘Postpone the vote on Item 6.C, the Employee Handbook. The public has a right to know what policies you are forcing on teachers, especially regarding student privacy and parental notification.’
π° Impact: Teacher Secrecy Mandates

| NEEDS REVIEW (LEVEL 7) |
|
Curriculum Spending Hidden in Check Register
Buried in the routine approval of monthly checks (Item 6.A) is a $31,157 payment to curriculum vendor Benchmark Education. This vendor is known to embed Social Emotional Learning (SEL) into its academic materials, allowing ideological content to bypass the normal curriculum review process.
Recommended Action Plan
DEMAND TRANSPARENCY: Contact the District Office (see the Official Agenda link): ‘Pull Item 6.A, the Monthly Warrants, for a separate discussion. Before you approve spending over $31,000 on Benchmark Education, parents deserve to see the materials and know if they contain SEL or other non-academic content.’
π° Impact: $31,157+

| NEEDS REVIEW (LEVEL 6) |

Board Weakens Its Own Financial Oversight
The August 31 meeting minutes, attached to this agenda, reveal the Board recently voted to triple the amount of money ($5,000 to $15,000) that can be spent without their specific approval. This change reduces public oversight and makes it easier to fund controversial programs without a public vote.
Recommended Action Plan
PUT THEM ON NOTICE: Contact the District Office (see the Official Agenda link): ‘I am concerned by the recent change to your fiscal policies, tripling the spending limit that bypasses board approval. We expect more oversight of our tax dollars, not less. Please reconsider this dangerous policy.’
π° Impact: Reduced Board Oversight
|
| MONITOR (LEVEL 5) |
|
Public Comment Capped at 20 Minutes Per Topic
The district’s public comment policy, listed under item 2.C, caps total public input at 20 minutes for any given topic, regardless of how many parents wish to speak. This allows the board to silence widespread community concern on controversial issues by simply running out the clock.
Recommended Action Plan
PLAN AHEAD: If you plan to speak on a hot-button issue, coordinate with other parents to ensure your most effective speakers go first. Email Monica Manzano at mmanzano@dlinorthcounty.org ahead of time: ‘I request the Board President use his discretion to waive the 20-minute total time limit for Item [X] at the October 19 meeting to ensure all parental voices are heard.’
π° Impact: Your Voice Silenced
