Heads up! Our parent watchdogs have scanned the upcoming agenda for Bloom-Carroll Local. We found 2 items that need your immediate attention before the vote.
🚨 HIGH CONCERN (LEVEL 9)
Secret ‘Student Services’ Contracts Hidden on Consent Agenda
📅 July 13, 2026
Under Item 9.D, the Board plans to rubber-stamp contracts with two private companies, ‘SES, LLC’ and ‘Sahal Services LLC,’ for vaguely defined ‘student services’ and ‘specialized 1:1 services.’ The district has not provided the contracts for public review. This is a classic tactic to bring in outside vendors for Social Emotional Learning (SEL), behavioral interventions, or mental health services without parental oversight. By hiding this in a bundled vote, they are avoiding public discussion and scrutiny.
Recommended Action Plan

DEMAND TRANSPARENCY: Call Board President Jennifer Sherman at (740) 756-9700. Demand that the contracts under Item 9.D be pulled from the Consent Agenda for a separate discussion and roll-call vote. Parents deserve to know exactly what ‘services’ these companies will be providing to our children.

💰 Taxpayer Impact: Undisclosed. The value of the contracts is not listed.
🚨 HIGH CONCERN (LEVEL 8)
Voting on Secret Policies for Truancy and Student Medication
📅 July 13, 2026
Under Item 8.A, the Board is holding a ‘first reading’ for a slate of new policies, including ‘JEDA – Truancy’ and ‘JHCD – Administering Medicines to Students.’ The actual text of these proposed policies has not been made public. This prevents parents from seeing if the district is creating new surveillance systems to track ‘chronic absenteeism’ or changing the rules to allow school staff to administer medications without explicit parental consent. Voting on invisible policies is a major transparency violation.
Recommended Action Plan

PACK THE ROOM: Call Superintendent Shawn Haughn’s office via the district line at (740) 756-9700 and demand that the full text for all policies under Item 8.A be posted publicly immediately. Tell them: ‘Parents have a right to read the rules before they are made. Do not vote on secret policies.’

💰 Taxpayer Impact: Loss of parental oversight on student health and attendance.
