The Board of Education is conducting a series of scheduled visits to six different schools to ‘review Capital Improvement Projects’. This ‘walking quorum’ or serial meeting format may constitute a meeting under the Illinois Open Meetings Act without providing for meaningful public observation at each location.

MONITOR: Review Illinois Open Meetings Act requirements for board tours and serial meetings. While the agenda provides notice of the tour (Item 3.A), the format may functionally impede public access. No action required unless this becomes a pattern for deliberative discussions.
