Heads up! Our parent watchdogs have scanned the upcoming agenda for SALADO ISD. We found 3 items that need your immediate attention before the vote.
🚨 HIGH CONCERN (LEVEL 8)
School Program Threatens Parents with ‘Medical Neglect’ Charges
📅 August 3, 2026
The board is considering a partnership with the Bell County Juvenile Justice Alternative Education Program (JJAEP) for expelled students. The program’s Student Code of Conduct (attached to Item IV) states that if a parent does not arrange for medical care that the program’s nurse and case manager deem necessary, ‘a formal complaint against the parent/guardian for medical neglect of their child may occur.’ This positions the school, not the parent, as the final authority on a child’s medical needs and uses the threat of a CPS complaint to enforce its judgment.
Recommended Action Plan

PROTECT PARENTAL AUTHORITY: Contact the Salado ISD Board (see the Official Agenda link for contact info). Tell them: ‘Item IV’s Code of Conduct allows JJAEP staff to threaten parents with medical neglect charges. This is an unacceptable violation of parental rights. The district has no authority to coerce medical decisions. Vote NO until this language is struck.’

💰 Taxpayer Impact: Loss of parental authority in medical decision-making for your child.
⚠️ NEEDS REVIEW (LEVEL 7)
District Considers Program with ‘Home Visit’ Policy
📅 August 3, 2026
The proposed partnership with the Bell County Juvenile Justice Alternative Education Program (JJAEP) under Item IV includes a Student Code of Conduct that authorizes staff to ‘conduct a home visit’ if a student in virtual learning is unresponsive. This policy crosses a major boundary, allowing school-affiliated personnel into a family’s private home and eroding the sanctity of the family.
Recommended Action Plan

DEFEND YOUR DOORSTEP: Contact the Salado ISD Board (see the Official Agenda link for contact info). Ask them: ‘Under what specific authority can a school partner conduct a home visit as stated in the JJAEP Code of Conduct for Item IV? Parents must be the gatekeepers to their own homes. Vote NO on this partnership until this invasive policy is removed.’

💰 Taxpayer Impact: Erosion of the home as a private family space, setting a precedent for school surveillance.
⚠️ NEEDS REVIEW (LEVEL 6)
Vague Title — Manual Review Required for Juvenile Justice Agreement
📅 August 3, 2026
Item IV asks the board to approve a Memorandum of Understanding (MOU) with the Bell County JJAEP. While several supporting documents are attached, the actual MOU agreement itself (‘MOU-Signed’) is referenced but its text was not successfully extracted into the agenda packet. This is the core legal document defining the district’s partnership, costs, and responsibilities, and its contents must be reviewed by the public.
Recommended Action Plan

INVESTIGATE: Open the file ‘MOU-Signed’ attached to Item IV in the Official Agenda (linked above) to confirm the specific legal terms of this partnership. The district should not vote on an agreement parents cannot easily review.

💰 Taxpayer Impact: Unknown. The missing agreement could contain significant financial commitments or policy agreements that are not being disclosed publicly in this packet.
