District Proposes Staff Speech Code Mandating ‘Celebration’ of Gender Ideology
📅 First Reading on July 13, 2026
The Board is introducing a “First Reading” of revised Policy 2260 (Nondiscrimination). This policy adds “gender identity” as a protected class and, more alarmingly, requires all employees to “respect, celebrate, and protect diversity in all its forms.” This mandate extends to their personal lives, stating they must adhere to these principles “publicly when off campus (including public forums or social media).” This is a compelled speech code that could be used to punish teachers for their personal beliefs, creating a classroom environment where only one viewpoint on sensitive social issues is allowed.
Recommended Action Plan
PACK THE ROOM: This is a First Reading, our chance to stop it early. Call Board President Jeffrey Leikin at (216) 831-8600 and email Superintendent Wendell Campbell at lcampbell@orangecsd.org. Demand they remove the ‘celebrate and protect’ language and the ‘off campus’ speech requirements from Policy 2260. Our teachers’ free speech does not end where the school parking lot begins.
💰 Taxpayer Impact: Potential legal fees from future free speech lawsuits.

New Policy Creates Pathway for Staff to Hide Sensitive Student Conversations from Parents
📅 First Reading on July 13, 2026
Under the guise of “Student Welfare,” revised policies 3213 and 4213 create a new protocol for when a child discusses personal problems (like sexual behavior or mental health) with a staff member. Instead of ensuring parents are notified, the policy directs staff to report the conversation to the Principal. The Principal then decides if a parent needs to be told. This intentionally inserts the school administration between you and your child, creating a system where secrets can be kept from parents about their own children’s well-being.
Recommended Action Plan
DEMAND TRANSPARENCY: Call Board Vice President Beth Wilson-Fish at (216) 831-8600. State: ‘I oppose any policy, including 3213 and 4213, that allows the school to decide whether I am informed about my own child’s well-being. Parents must be notified immediately, not after a principal’s review. Amend the policy to require direct parental notification.’
💰 Taxpayer Impact: Erosion of Parental Trust and Authority.

District Hiding $96,250 ‘Behavioral Program’ Contract in Bundled Vote
📅 Vote Scheduled July 13, 2026
Buried in a long list of contracts to be approved in a single “consent” vote is Item 10.H, a $96,250 contract with “Community Behavior Consulting, LLC.” The contract is for the “assessment, development, implementation and training of behavioral and educational programs.” This vague language is often a cover for implementing school-wide Social Emotional Learning (SEL) or behavior modification systems like MTSS without parental review. The district should not be spending nearly $100,000 on secret behavioral programs.
Recommended Action Plan
DEMAND TRANSPARENCY: Email Superintendent Wendell Campbell at lcampbell@orangecsd.org: ‘I demand Item 10.H, the contract with Community Behavior Consulting, be pulled from the Consent Agenda for a separate discussion and roll-call vote. Parents deserve to know exactly what ‘behavioral programs’ this company will be implementing in our schools before you spend $96,250.’
💰 Taxpayer Impact: $96,250.00
