The board is voting to hire a firm for ‘pre-bond master planning,’ the first step toward asking voters for new debt. At the same time under Item 9.C, they are delegating the power to negotiate the contract and fees to the Superintendent, removing the final cost from a public vote by the board.

DEMAND A RECORDED VOTE: Contact the Thrall ISD Board before the meeting. ‘Regarding Items 9.B and 9.C, the board must approve the final, negotiated contract in a public meeting, not delegate a blank check to the superintendent. Taxpayers deserve to know the full cost before you approve this pre-bond planning.’
