We reviewed the upcoming agenda for Central Bucks SD and found 3 items with policy significance ahead of the vote.
PRIORITY (LEVEL 8)
First Read of Policy on Student Expression and Material Distribution
📅 October 8, 2026
The board is considering a revised Policy 220 on student expression which requires students to submit all ‘nonschool materials’ for administrative approval at least two school days prior to distribution. The policy also asserts district authority over some off-campus speech if it is likely to cause a ‘material and substantial’ disruption at school.
Policy Use

TRACK AND DOCUMENT: Item 4.A introduces a prior review requirement for all student-distributed ‘nonschool materials.’ Calendar the second reading and add the district to the state tracker for student speech policies.

Model Policy (LEVEL 8)
Proposed Policy Strengthens Parental Notification for Police Interviews
📅 October 8, 2026
A first reading of revised Policy 225 and a new administrative regulation would require parental notification before law enforcement can interview a student at school. The policy states an interview ‘shall not take place until the parent/guardian is present or authorizes the interview to proceed without their presence,’ unless prohibited by law.
How to Capture It

CAPTURE THE MODEL: Item 4.E contains strong parental notification language for law enforcement interviews. Secure the final adopted text of Policy 225 and 225-AR-1 to add to the state model policy file for parental rights.

District Discusses Moving Away From ‘Responsible Contractor’ Policy
📅 October 8, 2026
Minutes from the September 30 meeting show the board is likely moving away from a formal Responsible Contractor Policy (RCP). The discussion noted that the only major component not already in district practice is a ‘Class A apprenticeship’ requirement, a common feature of union-favoring project labor agreements.
How to Capture It

WATCH: The district appears to be rejecting a union-favoring ‘Class A apprenticeship’ requirement in its construction bidding process. Monitor future Policy 610 revisions or related bidding policies for final language confirming this direction.
