🚨 HIGH CONCERN (LEVEL 8)
District Adopting Four-Year ‘Social-Emotional’ Roadmap
📅 Vote Scheduled July 21, 2026
The board is voting to approve a new 4-year Strategic Plan that shifts focus from academic excellence to ‘social-emotional well-being.’ It uses buzzwords like ‘whole person,’ ‘inclusive,’ and ‘diversity’ to justify implementing a ‘Multi-Tiered System of Supports’ (MTSS). MTSS is a framework often used to provide psychological interventions and behavior modification to students without direct parental consent for each step. This plan will serve as the blueprint to justify all future spending on SEL curriculum and DEI consultants.
Recommended Action Plan

PACK THE ROOM: This is the blueprint for the next four years. Sign up for public comment. Call Board President Jody Starcher at (330) 988-1111 and email Superintendent Gabriel Tudor at wstr_gtudor@woostercityschools.org: ‘Vote NO on the 2026-2030 Strategic Plan, Item 8.01. We want a plan focused on academic excellence, not social-emotional engineering and MTSS.’

💰 Taxpayer Impact: Establishes policy justification for future spending on SEL/DEI programs and staff.
⚠️ NEEDS REVIEW (LEVEL 6)
Taxpayer-Funded SEL for Vulnerable Children
📅 Vote Scheduled July 21, 2026
Buried in the consent agenda (Item 6.10), the board is approving a contract with the Christian Children’s Home of Ohio for court-placed students. The contract explicitly states our district will pay $200 per day, per student, for a program that includes ‘Day Treatment groups that focus on social-emotional development’ and ‘SEL’ (Social Emotional Learning). This sets a precedent for using taxpayer money to fund psychological programming from outside vendors.
Recommended Action Plan

DEMAND TRANSPARENCY: Email Superintendent Gabriel Tudor at wstr_gtudor@woostercityschools.org: ‘Pull Item 6.10 from the Consent Agenda for a separate discussion and vote. The public deserves to know why we are paying a daily rate for SEL programming from an outside provider.’

💰 Taxpayer Impact: $200 per student, per day
⚠️ NEEDS REVIEW (LEVEL 5)
Vague Service Contracts Hidden in Consent Agenda
📅 Vote Scheduled July 21, 2026
The board plans to approve two contracts (Items 6.06 and 6.07) with the Tri-County Educational Service Center for unspecified ‘Educational/Special Services’ and ‘Employment Services.’ While files are attached to the official agenda, their vague titles and placement on the bundled consent agenda prevent public scrutiny. Educational Service Centers can be a pipeline for controversial SEL/DEI programs, and parents need to know exactly what services are being purchased before they are approved.
Recommended Action Plan

INVESTIGATE: Review the files attached in the Official Agenda linked above to determine if they contain sensitive policy changes. Email Treasurer Amy Welty at wstr_awelty@woostercityschools.org: ‘What specific programs and services are included in the Tri-County ESC contracts under items 6.06 and 6.07? These should not be passed in a bundled vote without public explanation.’

💰 Taxpayer Impact: Unknown. The value of the contracts is not disclosed in the agenda item.
