BYRAM HILLS CENTRAL SCHOOL DISTRICT — Byram Hills School District Board of Education Meeting – Annual Organization / Regular Meeting, Tuesday, July 14, 2026.
Our parent watchdogs have scanned the upcoming agenda for BYRAM HILLS CENTRAL SCHOOL DISTRICT. We found 5 items that need your immediate attention before the vote.
🚨 HIGH CONCERN (LEVEL 10)
Secret Plans for Teacher Training and Student Counseling
📅 Vote Scheduled July 14, 2026
The Board is voting to adopt the district’s ‘Professional Development Plan’ (Item 15.2) and ‘School Counseling Plan’ (Item 15.3) without providing the documents for public review. These plans are the primary way districts implement controversial ideologies, Social Emotional Learning (SEL) surveys, and radical gender theory. Approving these plans sight-unseen gives the administration a blank check to socially engineer our children and mandate ideological training for teachers.
Recommended Action Plan

PACK THE ROOM: This is a five-alarm fire. We need every available parent at this meeting. Sign up for public comment and email the Board of Education: ‘Vote NO on Items 15.2 and 15.3. We will not approve secret plans for our children. Release the full text of these plans for a 30-day public review period before any vote.’ Chapter members should check the district website for board member emails.

💰 Taxpayer Impact: Undisclosed. Could include costs for new curriculum, trainers, and software.
🚨 HIGH CONCERN (LEVEL 9)
Hiding Policy Changes in a Blanket Vote
📅 Vote Scheduled July 14, 2026
Under Item 8.1, the Board is voting to ‘Re-Adopt All Board Policies’ in a single vote. This is a classic bureaucratic maneuver to avoid public debate on individual, controversial policies related to parental rights, curriculum, and student discipline. It forces parents to either read hundreds of pages of legalese or trust that nothing has been changed or added.
Recommended Action Plan

DEMAND TRANSPARENCY: Email the Board of Education: ‘I demand Item 8.1 be tabled. The Board must present a summary of all substantive changes to district policies from the previous year before any vote on re-adoption. Stop hiding policy changes from parents.’ Chapter members should check the district website for board member emails.

💰 Taxpayer Impact: Loss of parental oversight and board accountability.
🚨 HIGH CONCERN (LEVEL 8)
Secret ‘Safety Plan’ Could Enable Student Surveillance
📅 Vote Scheduled July 14, 2026
The Board is scheduled to adopt a ‘District-Wide Safety and Emergency Management Plan’ (Item 15.1), but the plan has not been made public. These plans often contain more than just fire drill procedures; they can include ‘behavioral threat assessment’ protocols, data-sharing agreements with law enforcement, and student surveillance policies that operate without parental knowledge or consent.
Recommended Action Plan

DEMAND TRANSPARENCY: Email the Board of Education: ‘Do not vote on Item 15.1. The full text of the District-Wide Safety Plan must be released to the public for review. Parents have a right to know how our children are being monitored at school.’ Chapter members should check the district website for board member emails.

💰 Taxpayer Impact: Potential for student data collection and violation of privacy rights.
🚨 HIGH CONCERN (LEVEL 8)
Hiring Undisclosed Consultants with Your Tax Dollars
📅 Vote Scheduled July 14, 2026
Hidden in the ‘Consent Agenda’ are at least four contracts for outside consultants (Items 13.18, 13.22, 13.28, 13.34), but the agenda files are unreadable or missing. One contract is with the ‘Westchester Institute for Human Development’ to provide ‘Professional Services to Students.’ We have no way of knowing what these consultants will be doing with our children, what they believe, or how much they are being paid. This is a massive transparency failure.
Recommended Action Plan

DEMAND A SEPARATE VOTE: Email the Superintendent and Board: ‘Pull items 13.18, 13.22, 13.28, and 13.34 from the Consent Agenda for a separate discussion and vote. Provide the public with readable copies of these contracts immediately. Who are these people and what will they be doing with our kids?’ Chapter members should check the district website for contact information.

💰 Taxpayer Impact: Undisclosed contract amounts.
⚠️ NEEDS REVIEW (LEVEL 6)
Silencing Parents by Restricting Public Comment
📅 Policy in effect July 14, 2026
The district’s public comment policy (Item 4.1) severely restricts parents’ ability to be heard. The Board allocates only 20 minutes total for all public comments on non-agenda items, and only 10 minutes for agenda items. With a 3-minute limit per person, as few as four people may get to speak on a critical issue before the Board cuts off debate. This is a structural tactic to manage and minimize parental input.
Recommended Action Plan

FIGHT FOR YOUR VOICE: Email the Board President: ‘Your public comment policy is designed to silence parents, not hear them. We demand you suspend the clock during public comment at the July 14th meeting to allow all concerned parents to speak on the undisclosed plans on your agenda.’ Chapter members should check the district website for the Board President’s email.

💰 Taxpayer Impact: Loss of First Amendment rights and public accountability.
