Summary — 3/14/2026:
Our monitoring of West Branch Local, Local School District has identified 4 agenda items that warrant community action.
PRIORITY LEVEL 9
Threat to Merit-Based Grading and Class Rank
📅  First Reading on March 16, 2026
The Board is reviewing revised policies for Grading (po5421) and Class Rank (po5430). These are often Trojan horses for 'equity grading,' which can eliminate zeros, de-emphasize tests, and punish high-achievers competing for college. This is a direct attack on academic merit.
Recommended Action
Email Superintendent Matthew Manley at matthew.manley@wbwarriors.org: 'I demand the full text of proposed policies po5421 (Grading) and po5430 (Class Rank) be made public immediately. Do not vote on any policy that weakens academic standards or eliminates merit-based achievement.'
💰  Cost: Undefined Liability (Lowered academic standards)
PRIORITY LEVEL 8
Changing the Rules for Taking Federal Money
📅  Vote Scheduled March 16, 2026
The Board is revising Policy po6325, which governs how the district accepts federal grants. This could weaken oversight and make it easier for the administration to accept funds that require adopting specific curricula or controversial data-sharing programs, bypassing public scrutiny and parental consent.
Recommended Action
Call Board President Joseph Courtwright at (330) 938-2183: 'I demand the vote on Policy po6325 be tabled. The public must see the proposed changes to the federal grant procurement policy before you give the administration new powers to accept money with strings attached.'
💰  Cost: Blank Check for Federal Mandates
PRIORITY LEVEL 7
A $22,500 Contract for Kindergarten 'Intervention'
📅  Vote Scheduled March 16, 2026
The Board is approving a $22,500 contract with the United Way for a 'Success by Six' program for incoming kindergarteners. This outsources early childhood education to an unaccountable third party. Parents have no idea what social or emotional programming is embedded in the curriculum.
Recommended Action
Email Superintendent Matthew Manley at matthew.manley@wbwarriors.org: 'Regarding the "Success by Six" contract, please provide the full curriculum and all parent/student materials for public review before the vote. We will not approve a $22,500 black box.'
💰  Cost: $22,500 (Unvetted NGO Curriculum)
PRIORITY LEVEL 4
'Staff Wellness' Programs Enter the District
📅  Accepted on March 16, 2026
The district is accepting donations for an 'ELC Staff Wellness Initiative.' While the donations are small, this is how ideological concepts like 'staff SEL' enter the district. It starts with gift cards and can grow into expensive, mandatory 'implicit bias' or 'restorative justice' training for teachers.
Recommended Action
Public Question: Email Superintendent Matthew Manley at matthew.manley@wbwarriors.org: 'Regarding the "Staff Wellness Initiative," what is the long-term plan for this program? Will it expand to include professional development, and if so, what is the source of that material?'
💰  Cost: Ideological Foot in the Door
